Houphouët Boigny, who was president of Cote d'Ivoire from independence (August 7, 1960) until his death in 1993, borrowed billions from the World Bank in the 1980s in order to make rapid structural changes in his country. He greatly envied the hotels that President Mobutu Sese Seko had built in Kinshasa, Zaire and used some of his money to build this architectural wonder.
